Dr. Tosh Minohara is Chairman of the Research Institute of Indo-Pacific Affairs (RIIPA). He is also Professor of International Relations, at the Graduate School of Law, Kobe University, Japan. He is a distinguished scholar in the field of history, politics, diplomacy, and security issues of Japan. He will give a special keynote speech on Japan’s international relations— particularly, Japan’s international role and global strategic thinking—to commemorate 160 years of diplomatic relations between Japan and Portugal. This speech will be followed by a roundtable with the esteemed panelists such as Sr. Tiago Mauricio, First Secretary on the Embassy of Portugal in Japan, and Prof. Luis Tome, Dean of the International Relations of the Autonomous University of Lisbon.

This event is jointly organized and sponsored by the Japan Foundation in Madrid, the Embassy of Japan in Portugal and the Instituto do Oriente-ISCSP (Instituto Superior de Ciências Sociais e Políticas, Universidade de Lisboa).

Tosh Minohara Ph. D. is Professor of International Relations and Security Studies at the Graduate School of Law and Politics, Kobe University where he also holds a joint appointment with the Graduate School of International Cooperation Studies. He received his B.A. in International Relations from University of California, Davis, and his Ph.D. in Political Science and Diplomatic History from Kobe University. He is also the chairman of the non-profit organization, Research Institute of Indo-Pacific Affairs (RIIPA) and serves as a senior advisor to KREAB.
In the past, he has held various visiting appointments with such universities as Harvard University, University of California at Irvine, University of Iowa (Noguchi Distinguished Fellow), University of Oxford, Leiden University, Stockholm University, Kuwait University, Seoul National University, Inha University (ROK), National Taipei University, Academia Sinica (Taiwan), and most recently, Mexico Autonomous Institute of Technology (ITAM-Yoshida Shigeru Chair).
His core academic interests deal with the diplomatic, political, intelligence, and security dimensions of US-Japan relations from the early 19th century to the present. He has published numerous monographs, edited volumes, and articles, the most recent being Beyond Versailles: The 1919 Moment in East Asia (Lexington Press, 2020). He is the recipient of the Shimizu Hiroshi Prize and the Japan Research Award.
 
 
Prof. Luís Tomé is Associate Professor at the Universidade Autónoma de Lisboa where he is currently Director of the Department of International Relations, Scientific Coordinator of the research unit OBSERVARE-Observatory of Foreign Relations and coordinator of the PhD in International Relations: Geopolitics and Geoeconomics.
He has also been Visiting Professor at the Portuguese Military University Institute, the National Defense Institute (IDN) and the Higher Institute of Police Sciences and Internal Security (ISCPSI), as well abroad at La Sapienza-Universitá di Roma-Italy, Academy of Social Sciences and Technology (ACITE) of Angola, and Middle East Technical University (METU) in Ankara-Turkey.
From November 2015 to October 2017, Prof. Luis Tomé was Special Adviser for International Relations and Fighting Terrorism of the Portuguese Minister of Home Affairs. Previously, he was also a visiting professor at the East Timor National Defense Institute (2014) and the University of Coimbra (2011-2012); a NATO Researcher (author of the 2000 report “Russia and NATO’s Enlargement); and Advisor to the Vice-President of the European Parliament (1999 – 2004).
Prof. Tomé earned a Doctorate/PhD in International Relations from the Universidade de Coimbra, a Master in Strategy by Universidade de Lisboa, and a Graduation in International Relations by Universidade Autónoma de Lisboa.
His main areas of research work and expertise are International Relations, Geopolitics and Security Studies particularly in Euro-Atlantic, Asia-Pacific and Eurasia regions.
He is author and co-author of a dozen books and numerous articles and essays published.
Prof. Luis Tomé has been a regular speaker at high-level conferences and workshops in the country and abroad, and a regular commentator on security and international politics at the media.

Mr. Tiago Maurício is First Secretary at the Embassy of Portugal in Japan. He joined Portugal’s Ministry for Foreign Affairs in 2015 and worked at the International Political Organizations Department of Portugal’s Ministry for Foreign Affairs. He was a researcher at Kyoto University (2011-2013) and obtained an MA in International Relations from Waseda University in Tokyo (2013-2015) as a recipient of the MEXT scholarship of the Government of Japan. Tiago Maurício also holds an MA in War Studies from King's College London, and a BA in International Relations from ISCSP, University of Lisbon.
